- Be an indigenous IT firm with a website on the '.ng' domain, at least one Principal Officer registered with the Computer Professionals Registration Council (CPN), and local full-time staff.

- Submit the ICT Service Provider registration application via the IICP portal (per Executive Orders 003 and 005 on local content in ICT procurement).
