The steps
- Apply for site suitability inspection
- NMDPRA
- Apply to NMDPRA for a site suitability inspection. Siting rules: pump ≥15 m from the road edge; ≥400 m between stations; ≤4 stations per 2 km stretch of road.
- Site details; land documents; application (elps.dpr.gov.ng)
- Inspection stage
- Obtain Approval to Construct (ATC)
- NMDPRA
- On a favourable suitability report, submit documents for review; NMDPRA issues the Approval to Construct.
- Suitability report; engineering drawings; submitted documents
- After review
- Construct and pass witnessed tank tests
- NMDPRA / NUPRC
- Build the station (minimum 3 underground tanks and 3 pumps for PMS, DPK, AGO). NUPRC witnesses tank burial and the pressure/leak test.
- Constructed facility; tank test
- Construction period
- Obtain the storage & retail outlet licence
- NMDPRA
- Apply for the licence to store and sell petroleum products and operate the station. Licence fee ₦2,000,000.
- ATC; completed & tested facility; fee payment
- ~4-8 weeks from complete submission
